What is a Football Banning Order (FBO)?
A Football Banning Order (FBO) is a court-imposed order designed to prevent individuals from engaging in football-related violence or disorder.

How is an FBO Imposed?

• Following a conviction for a football-related offence, upon application by the prosecution on behalf of the police (Section 14A).

• By complaint from the police without a conviction (Section 14B).

Terms of an FBO:

• Duration:

  • 3 to 5 years if no immediate prison sentence is given.

  • 6 to 10 years if an immediate prison sentence is imposed.

• Mandatory Conditions:

  • Prohibition from entering premises in the UK to watch regulated football matches (Conference League and above).

  • Passport surrender during international competitions (e.g., Euros, World Cup).

  • Reporting to a designated police station with passport photos and ID.

  • Notification to the police of any changes in name, address, or loss of passport.

• Discretionary Conditions (Section 14G):

  • Exclusion zones around stadiums (e.g., 1-6 miles, for up to 24 hours).

  • Restrictions on public transport use or visits to specific pubs during certain times.

Breaching an FBO:

• Even minor breaches are taken seriously and can lead to further court proceedings, including the possibility of imprisonment.

Early Termination of an FBO:
